Job Description
The Information Technology Services Division (ITSD), the IT Project Management Office (IT PMO), and Business Analysis (BA) services - The Disaster Recovery (DR) initiative aims to evaluate and improve the Los Angeles Department of Water & Power 's ability to recover from disruptive events by identifying gaps, establishing policies, and enhancing response strategies. There is a need to refine processes, templates, and strategies, particularly in BA, which currently lacks established governance frameworks. Existing IT PMO/BA structures and resources will be assessed, optimized, or replaced, with new Organizational Process Assets (OPAs) created and documented as needed. IT PMO is implementing a Project Management Information System (PMIS) as part of its governance framework.
The IT PMO and DR/BCM Engagement Manager will be responsible for overseeing the strategic direction, execution, and delivery of consulting services related to project management and disaster recovery/business continuity management (DR/BCM). This role involves managing a team of consultants, developing engagement strategies, ensuring compliance with industry standards, and serving as the primary client liaison at an executive level. The manager will also be accountable for financial oversight, quality assurance, change management, and continuous improvement initiatives, ensuring alignment with organizational goals and best practices.

WHAT YOU'LL DO : Define and manage consulting engagement objectives, deliverables, and outcomes under the guidance of the IT PMO.
Develop a comprehensive engagement strategy for PMO and DR/BCM initiatives, aligning project goals with organizational priorities.
Lead and mentor a team of consultants, ensuring resource optimization, adherence to best practices, and performance excellence.
Act as the primary point of contact for executive-level stakeholders, fostering strong client relationships and addressing escalations.
Provide strategic advisory services in PMO and DR/BCM, offering insights into risk management, resilience planning, and continuous improvement.
Oversee financial management for consulting engagements, ensuring budget adherence and compliance with financial controls.
Implement quality assurance frameworks, conducting periodic assessments to ensure compliance with industry standards and best practices.
Establish and monitor performance metrics for PMO and DR/BCM initiatives, preparing executive reports on project progress and key performance indicators.
Drive change management efforts, facilitating stakeholder alignment and promoting adoption of PMO and DR/BCM methodologies.
Promote a culture of continuous improvement, facilitating knowledge sharing and best practice implementation within the consulting team.
WHAT YOU'LL BRING : 10+ years in IT Project Management, PMO leadership, and DR/BCM consulting, with at least 5 years in an engagement/account management role.
Bachelor's degree in Business, Information Technology, or a related field; PMP, PgMP, or equivalent certifications preferred.
Strong knowledge of project portfolio management, governance frameworks, risk management, and DR/BCM best practices.
Proven ability to manage consulting teams, mentor professionals, and oversee high-profile IT initiatives.
Strong executive presence with experience in managing client relationships at the senior leadership level.
Experience in budget management, financial tracking, and ensuring fiscal accountability in consulting engagements.
Expertise in implementing quality assurance frameworks, performance metrics, and continuous improvement strategies.
Knowledge of change management methodologies and experience driving organizational adoption of new processes.
