Purpose of Position

To assist in the Major Repair and General Maintenance operations for KICA including capital projects management, in order to preserve the attractiveness and property values of Kiawah Island.

Responsibilities and Duties

The position objectives include maintaining KICA assets and Major Repair and General Maintenance services at a quality level and standard that:

  • preserves the attractiveness and property values of Kiawah Island
  • satisfies the majority of members, optimizes member assessments, and
  • assures compliance to the company and departmental policies and procedures
  • Provides superior customer service to a diverse association membership.
  • Assists with the administration, execution, and completion of capital construction projects initiated through the COO, and/or the Board of Directors. Includes research, bidding, proposals, contracting, construction management, approving payments, tracking and communicating updates, etc.
  • Works closely with other staff members on projects which impact multiple departments.
  • Works with other entities (to include KP, KIU, TOKI and KIGR), where infrastructure or projects impact other entities.
  • Works with the Architectural Review Board on approval of capital projects and general maintenance work.
  • Ensures that appropriate computer programs and files are maintained to provide complete historical data.
  • Assists with the annual updating of the KICA reserve study, coordinating information with leadership and other departments as needed.
  • Assists with negotiation and development of contracts and/or purchase orders with vendors that provide products and services to the General Maintenance Department, subject to additional review and approval.
  • Initiates communications to keep the Sr Civil Engineer informed of important events in a timely manner, subject to established policies. Provide timely information when unexpected events or emergencies require actions not covered through normal operating activities.
  • Ensures department budgets are adhered to, contracts are in line with the Financial Controls Manual guidelines, Sr Civil Engineer is informed of unusual expenditures and cash flow requirements, and budget forecasts are updated as needed.
  • Focus on continuous improvement and identifying new thinking to avoid increases in costs.
Requirements:

Qualifications and Abilities

  • Civil Engineering degree from accredited program required.
  • Preferred experience in GIS, Regulatory Permitting (SCDHEC/OCRM, & USACE), construction (roads, drainage, and boardwalks/docks), project scheduling, cost accounting, contract bidding, negotiations and implementation, reserve studies, and facilities management.
  • Must be computer proficient and/or have knowledge in the following programs/software:
  • AutoCad Map/Civil Design (AutoDesk)
  • Vertical and Horizontal Datum Conversion, Survey Data Computation, Contouring, and Volumetric Calculations
  • ARCGIS (ESRI)
  • Microsoft Office Suite
  • Demonstrated ability to make decisions, solve problems, communicate orally and in writing, lead people, and manage resources.
  • Demonstrated expertise in customer service.
  • Demonstrated ability to work in a volunteer environment.

Physical Requirements:

  • Prolonged periods standing, walking, stretching, bending, climbing ladders, kneeling, pulling and sitting at a desk.
  • Repetitive motion related to normal computer and desk operations.
  • Must be able to lift up to 50 pounds at a time.
  • Must be physically able to operate power equipment.
  • Must be able to work in a variety of weather conditions.

Other requirements:

  • Pass a pre-employment drug screen, criminal background check, and driving record check.
  • Maintain a valid South Carolina Driver’s License
