Fresh Start’s Assessment Center for Boys is seeking dedicated and skilled Clinical Specialists to provide
individualized clinical support and guidance to youth, foster families, and staff in our 7-bed Assessment
Center. The Clinical Specialist plays a vital role in stabilizing youth by addressing acute mental,
emotional, and behavioral needs from a child-centered perspective.

Key Responsibilities Include:

Assessment & Planning

  • Conduct comprehensive assessments to understand the youth’s needs, strengths, and challenges.
  • Develop and implement individualized treatment plans that are youth-centered, culturally appropriate, and strength-based.
  • Assess behavior patterns and provide recommendations on future treatment, behavior management, and supportive strategies.
  • Work collaboratively with the treatment team to provide therapeutic services focused on behavior management and stabilization.
  • Formulate culturally relevant crisis plans and plans of care for each youth. 

Clinical Interventions:

  • Provide individual, group, and family counseling or therapy as needed.
  • Implement short-term, evidence-based interventions and therapeutic techniques.
  • Monitor progress in achieving treatment goals and assist with transition planning.
  • Conduct crisis intervention and de-escalation techniques to support youth in emotional distress.
  • Provide phone and onsite crisis assessment, intervention, and stabilization services, including some evening hours.
  • Offer limited after-care support for a period of 60 days post-discharge for children placed beyond five business days (up to 8 client contacts if services are accepted).

Service Coordination:

  • Collaborate with caseworkers, foster families, school personnel, hospitals, and community service providers to ensure a coordinated, supportive approach to care.
  • Make referrals to mental health services, substance abuse treatment, educational programs, and other resources as needed.
  • Work with placement referral units and ongoing case management staff to ensure a timely and well-supported discharge.
  • Attend court hearings when needed to advocate for and support youth and their families.
  • Facilitate monthly team meetings and work collaboratively with school staff, caregivers, CPS, and other stakeholders to assist youth in successfully meeting treatment goals.

Documentation & Reporting:

  • Maintain accurate and timely records of assessments, treatment plans, interventions, and progress reports.
  • Ensure compliance with all documentation standards, confidentiality policies, and Medicaid billing requirements.
  • Prepare and submit required reports to relevant stakeholders. 

Other Duties:

  • Facilitates and/or participate in staff meetings, staff trainings/clinical guidance, and professional development activities.
  • Contribute to the creation of a safe, therapeutic, and supportive environment for youth.
  • Perform other duties as assigned to support the clinical and operational success of the program.

Qualifications & Requirements:

Education & Licensure:

  • Must be licensed in Wisconsin as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or equivalent clinical license.
  • Must maintain active and good standing licensure throughout employment.
  • Clinical services must be Medicaid-billable.

Experience & Skills: 

  • Minimum 1 year of field experience working with children with complex trauma and mental health challenges.
  • Experience in a residential or shelter setting is a plus.
  • Strong clinical skills, including assessment, diagnosis, and treatment planning.
  • Excellent communication, interpersonal, and counseling skills.
  • Ability to work independently and as part of a team.
  • Knowledge of Wisconsin child welfare laws, policies, and procedures. Cultural competence and sensitivity to diverse backgrounds.

Certifications & Training:

  • CPR and First Aid certification (preferred).
  • Non-Violent Crisis Intervention (CPI) training (preferred).

o Proof of auto insurance maintained throughout employment
