Description
To support THRIVE'S mission, the Chief Information Officer (CIO) is responsible for coordinating and managing all activities related to the implementation, maintenance, analysis, and the integrity of the information technology operating systems. The CIO will also oversee the software, hardware, network support, electronic health records, training and troubleshooting for all information technology. This individual will also ensure the network maintenance, systems monitoring, and reliable connectivity to all information/communication services is performed/maintained. In addition, the CIO will directly oversee any IT/HIT-related business relationships and serve as the liaison between relevant points of contact.
- Provide strategic direction and oversight for the design, development, operation and support of IT and Health Information Technology (HIT) systems and programs that include the management of enterprise architecture, applications, security and risk, infrastructure and operations, and service support to achieve desired outcomes.
- Develop a mastery of the organization's IT/HIT system to provide ongoing support for all THRIVE end users in accordance with privacy laws, policies & procedures, regulatory requirements, and industry best practices (in accordance with NIST 800-53, 800-171 standards/cybersecurity framework)
- Aid in the ongoing security posture of the organizations and all staff/stakeholders through on-going awareness training and reinforcement of safe cyber habits.
- Oversee IT/HIT system performance through system monitoring and analysis, working closely with internal staff and external contractors to ensure health information technology availability and operational efficiencies.
- Ensure that backup, recovery, and security procedures are set up and performed as planned and necessary.
- Monitor the utilization of all networks to manage and mitigate risk
- Facilitate and formalize quality IT/HIT related decision making amongst the Executive Leadership Team, IT Committee and Board of Directors
- Assist with the allocation and leveraging of resources to enhance operational efficiencies and ensure financial viability and sustainability
- Define and manage the business value of IT/HIT (how deliver effective and efficient care; how support staff; how differentiate self in marketplace) - optimize IT/HIT investments to eliminate waste and maximize efficiencies
- Keep supervisor and other relevant staff informed of significant problems that jeopardize the achievement of objectives, and those which are not being addressed adequately.
- Consult with members of the Executive Leadership Team and other applicable team members regarding systems analysis, enhancements, and optimizations.
- Act as the Regional Health Information Organization (RHIO) Administrator, managing training, user set up, monitoring/auditing, investigating issues/incidents within HealtheConnections, the region's RHIO
- Directly oversee any IT/HIT service support contractors and vendor relationships, including, but not limited to:
- Managed Service Providers
- Internet Service Providers
- Telecom Service Providers
- Electronic Health Record Vendor
- All IT/HIT-related software accounts (with requisite Account Managers/reps)
- Define and/or refine/update standard operating procedures including, but not limited to:
- configuration management plan and process ("standard IT stack")
- cyber security program, disaster recovery and business continuity plan
- process for IT/HIT related acquisitions
- process for assessing and determining IT/HIT related priorities for the organization
- process for communicating IT/HIT related changes across the organization
- refined IT/HIT policies, procedures & staff training
- development and monitoring of assets
- Identify and refine necessary IT/HIT governance organizational chart (sustainability & succession planning for IT/HIT personnel).
- Assist with the development of applicable job descriptions, interviews, hiring and training of key IT/HIT personnel
- Develop and maintain 1-year and 3-year IT/HIT budgets to support sustainable, secure operations and fiscal planning (for inclusion into the agency-wide budget)
- Develop and maintain a 1-year and 3-year IT/HIT roadmap to guide operations now and into the future
- Identify, define, and implement metrics and tool-based resources to monitor effectiveness and quality of IT/HIT systems

o Teams/SharePoint
o Word, Excel, PowerPoint, etc.
o Email
o Forms
o License Management
- Utilize knowledge and skills of clinical and Executive Leadership collaborators to identify business and clinical needs to ensure HIT tools are suitable for standards of practice.
- Directly supervisor and support IT/HIT team members
- Awareness of various program applications and their capabilities including, but not limited to the agency's electronic health record (EHR), the Regional Health Information Exchange, PSYCKES, OASAS Client Data System, OMH Child and Adult Integrated Reporting System (CAIRS), etc.
- With support from Executive Leadership, collaborators, lead the IT/HIT merge strategy for THRIVE Wellness and Recovery Inc.
- Aid the team with website management and configuration.
Requirements
Minimum Job Qualifications: - Bachelor's degree in Health Information Management, Information Technology, Business Administration, or a related field. Masters degree preferred
- Minimum of 5 years of related work experience required with Minimum of 3 years in a technical/engineering role preferred; Minimum of 3 years in a technical leadership role preferred
- Previous experience managing an IT Managed Service Provider (MSP) relationship strongly preferred.
- Equivalent combination of training, education, and experience that would provide the required knowledge and abilities will be considered
- IT Certifications such as Registered Health Information Technician (RHIT), Registered Health Information Administrator (RHIA), Certified Professionals in Healthcare Information and Management Systems (CPHIMS), Certified Information Systems Security Professionals (CISSP), Information Technology Management and Leadership Professional (ITMLP), Comp TIA Security+, etc. are favorable
Other Job Requirements : Must maintain all laws and policies concerning confidentiality, security, and client rights as specified in the employee handbook, 42 CFR Part 2 and HIPAA. Must maintain current certification and/or training as specified by state law and agency regulation.
Salary Description
$90,000 - $110, 000 Yearly
