Position Summary: Enforces the City and State animal control ordinances. Ensures public safety from animals and the humane treatment of animals and the prevention of the spread of disease from animals to humans.
This position is located within the El Dorado Police Department.

Compensation:
This position starts at $17.63* per hour. *Hourly rate may vary based on education, experience or qualifications.

*Regular, full time employees will be eligible for health insurance benefits on the first day of the month following sixty days of full time employment. Health insurance benefits include medical, prescription, dental and vision.

Essential Functions:
General Responsibilities
  • Plan routine patrol route assuring that high risk and other areas of the city are covered.
  • Looks for violations and receives dispatched calls regarding violations, prioritizes those calls and responds by capturing and removing animals or writing tickets, assuring for safety, public health and professionalism.
  • When a violation is detected, provides an appropriate and timely response assuring for safety for animal, citizens and self.
  • Completes reports and other paper work for documenting lost/found pets, each animal handled, bite cases and other relevant activities assuring for accuracy and timeliness.
  • Keeps statistics, work logs and other required data on animal control efforts for compliance with state, local and other regulations.
  • Returns phone calls and communicates with citizens as well as educates them with regards to their concerns and complaints, communicates with other agencies and departments, and assures for politeness, professionalism and a positive public image at all times.
  • Assist in conducting education programs including making presentations at schools, educating citizens in the neighborhood and responding to questions on the telephone.
Dead Animal Removal Activities
  • Finds remains or is advised of remains of dead animals, and completes the disposal for citizens and in public right of ways assuring for sanitation and for safety and compliance with state regulations.
  • Completes all required documentation including Release and Indemnity Agreements assuring for accuracy and timeliness.
Educational Activities
  • Provides information to complainants and owners of animals in violation and other citizens regarding laws, rules and problem solving. Provides suggestions to deal with animal control situations assuring for the best possible public relations for the City.
  • Participates in City’s career day for schools explaining activities of department and distributing information.
  • Produces and distributes informational flyers and brochures for public education purposes.
  • Must be willing to attend NACA informational training throughout the year as it is available.
Miscellaneous Activities
  • Must have above average knowledge of various breeds of dogs, cats, and other domestic animals.
  • Must have above average knowledge of methods of animal collection and impoundment.
  • Must have an average knowledge of the operation of a personal computer and general principles and practices of record keeping and recording.
  • Must have a firm grasp on federal, state and local laws, codes and regulations related to the care and control of animals.
Education and Experience:
  • High School Diploma or GED Equivalent
  • Valid Kansas Driver’s License - Must maintain an insurable driving record.
  • 21 years of age and US Citizen
  • No prior felony convictions

Knowledge of:
  • Modern animal control principles, procedures, techniques, and equipment
  • Applicable laws, ordinances, and City/Department rules and regulations
  • City geography
Ability to:
  • Perform work requiring good physical condition
  • Communicate effectively in writing or verbally
  • Establish and maintain effective relationships
  • Exercise sound judgement in decision making
  • Must be able to operate equipment including:
    • Basic office equipment (ex. telephone, computer, copy machine etc.)
    • Motor vehicles
    • Two way radio
    • Survey and chemical equipment
    • Protective clothing
    • Any other equipment and apparatus available to the Department.
Physical/Mental Requirements:
  • Ability to use five senses including close, distance, color, and peripheral vision
  • Ability to reach with hands and arms
  • Concentrate for prolonged periods of time
  • Ability to think critically and control emotions and actions in stressful situations;
  • Withstand heavy physical activity during stressful and non-stressful situations;
  • Manually lift, move, carry and push heavy objects (100 lbs. or more);
  • Kneel, crouch, crawl or stoop.
  • Use hands and fingers to operate objects, controls, and tools
Work Environment :
Office work is conducted in a well-lit climate controlled environment.
Out of the office work has above average:
  • Accessibility of work sites including sites with chemicals and fumes
  • Work place safety hazards including chemicals, heights, and below grade areas
  • Overtime, night, and extended workhours
  • Exposure to dust, loud noises, darkness, and cramped spaces
